Quick Approval, Easy Process, Prompt Funding

For more details on HERO processes and policies, please download the WRCOG HERO Program Handbook.

1. Residential HERO Financing Application

Applying for residential HERO Financing is quick and simple. You will need to provide:

  • Property address
  • Full names of all property owners
  • Social security numbers and dates of birth of all property owners
  • Your contact information
  • Your signature agreeing to all terms and conditions

There are three ways you can apply:

2. Product Approval

Your contractor must call us to provide information about the products you would like to install. During this call, we will ask specific information to confirm that a product and associated costs are eligible for HERO Financing. For example, if you are planning to install a new energy efficient gas furnace, the we will ask for the Manufacturer and Model Number of the furnace as well as the requested financing amount. We will also confirm the requested financing term. The financing term may be a 5-, 10-, 15- or 20-year term, but the financing term may not exceed the “useful life” of the Eligible Product. Please see the Eligible Product List for the maximum financing terms.

After you provide us with this information, we will email you a Notice to Proceed confirming you are free to begin work on the project. In the same email, you will be provided with the Financing Documents, which you will need to sign and return.

If you wish to finance a product that is not included in the Eligible Product List, we require that a Custom Product Application be submitted and approved.

If there is a change in the Eligible Products to be installed, you must call us at (877) 747-4889.

Contractors
Only licensed contractors can install Eligible Products, unless you choose to complete the installation yourself (i.e., self-install). If you choose to self-install, you must sign the Self-Install Agreement.

3. Sign Financing Documents

You will receive Financing Documents, which will need to be completed.

The Contract must be signed by all property owners and notarized. The remaining documents must be signed by all property owners but do not need to be notarized.

The Financing Documents must be returned within ten days. If you do not return your Financing Documents within ten days, you may be required to re-apply for HERO Financing.

Send or deliver your signed and notarized Financing Documents to:

The WRCOG HERO Program
4080 Lemon Street, 3rd Floor, MS 1032
Riverside, CA 92501-3609

WRCOG will then countersign the Contract.

4. Install Eligible Products

Once your products are called in and approved, you will receive a Notice to Proceed email. You may begin work immediately upon receiving your Notice to Proceed email, as long as the properly signed Financing Documents are received back within 7 business days.

You and your contractor are responsible for obtaining all required building permits. All inspections, including the final inspection sign-off by the appropriate City or County Building Department, must be done to receive payment.

If none of the Eligible Products require building permits or inspections, contractors must have a valid business license issued by the city where the project property is located.

Installation of all non-Solar PV improvements must be completed within 90 days from the date your Application was approved. Installation of Solar PV improvements must be completed within 120 days from the date your Application was approved.
